It happens when something exhibits most of the behaviors of the actual thing- this animation is ALMOST a person, but the unsettling pieces which fall short make it alarming and unsettling. People are more likely to accept a facsimile if it's made more cute and cuddly and always appears to be fantasy. That and the annoying amount of muscles required to move the human mouth convincingly.
